Indiana

There are two programs state of Indiana all residents should be aware of, the Medicaid Waiver and the Residential Care Assistance Program (RCAP).

Indiana Medicaid Waiver
Medicaid Waivers Section 1915(c) of the Social Security Act permits States to offer, under a waiver of statutory requirements, an array of home and community-based services that an individual needs to avoid institutionalization.

Eligibility for the Medicaid waiver program requires:

  • The recipient must meet Medicaid guidelines.
  • The recipient would require institutionalization in the absence of the waiver and/or other home-based services.
  • The total Medicaid cost of serving the recipient(s) on the waiver (waiver cost plus other Medicaid services), cannot exceed the total cost to Medicaid for serving the recipient(s) in an appropriate institutional setting(s).

Aged and Disabled Waiver
The Aged and Disabled Waiver (A&D) is designed to provide an alternative to nursing facility admission for Medicaid eligible persons over the age of sixty-five (65), and persons of all ages with disabilities by providing supports to complement and supplement informal supports for persons who require care in a nursing facility if waiver services were not available. Individuals on this waiver must meet nursing facility level of care. The services available through this waiver are designed to assist participants with remaining in their own homes and communities, as well as to assist individuals residing in nursing facilities to return to community settings, be it their own homes or other congregate community settings such as assisted living.

Money Follows the Person (MFP)
Money follows the Person (MFP) is a state funded program that is a special project developed by the federal government to assist those moving from a nursing facility or hospital into a community-based setting as an alternative.

To participate in the MFP Program, an individual must:

  • Have lived in a nursing facility or hospital for 90 days or more
  • Be Medicaid eligible for 30 days prior to discharge
  • Have health needs that can be met through services available in the community
  • Voluntarily consent to participation by signing a consent form
  • Be eligible for either the Aged & Disabled (A/D) or Traumatic Brain Injury (TBI) waiver

    Ohio

    Ohio Medicaid Waiver
    Medicaid for the Aged, Blind or Disabled (ABD) is available to certain Ohioans to assist with medical expenses. Ohioans who are aged, blind or have a disability (as classified by the Social Security Administation) must meet established financial guidelines in order to be eligible.

    The Assisted Living Waiver offers more supervision and services than what may be available in a traditional home setting and allows consumers to have more independence and fewer restrictions than a nursing facility.

    Eligibility for the Assisted Living Medicaid Waiver: Medicaid consumers age 21 and older who currently receive Medicaid services through either the PASSPORT, Choices, Ohio Home Care Waiver programs are eligible for the Waiver. Additionally, individuals who live in a nursing home or are residents of a residential care facility are now eligible. Residents of a residential care facility must be living at the facility for at least six months prior. Individuals participating in this waiver program may have a monthly income up to $1,911 (300 percent of the Supplemental Security Income (SSI) federal benefit rate).

    Interested Medicaid consumers can apply by contacting their local Area Agency on Aging (1-800-266-4346 / TTY: 614-466-6191) or county department of job and family services and complete a waiver request form (JFS 02399).
